This should fix the case where the special GH user ghost is used to bypass PR assignment to a real GH user.

rust#135893 reveals a regression in the PR assignment after we deployed #1879 - I hadn't carefully considered the user
ghost, a special assignee we use to skip assigning PRs to humans.This patch skips any capacity check for the
ghostuser. As far as I could see it's the only place where such check exists.r? @jackh726
